Understanding and Applying for the Disability Allowance

The Disability Allowance provides monthly cash assistance to eligible Hong Kong residents with disabilities. This guide explains the two rates, eligibility criteria, and how to apply.

Overview

The Disability Allowance (DA) is a social security allowance administered by the Social Welfare Department (SWD). It provides monthly cash payments to eligible persons with disabilities to help them meet extra expenses arising from their disabilities.

There are two rates:

- Normal Rate: For persons with severe disabilities who need constant attendance

- Higher Rate: For persons with severe disabilities requiring a higher level of care

The allowance is not means-tested — it is based on the degree of disability, not household income. This means even people with moderate incomes may qualify if their disability is sufficiently severe.

Who Can Apply

You are eligible if you:

- Are a Hong Kong resident who has lived in HK for at least 1 year continuously

- Have a severe disability certified by a registered medical practitioner

- Are not already receiving CSSA (you must choose between DA and CSSA, as CSSA subsumes DA)

Qualifying disabilities typically include:

- Severe loss of vision

- Severe loss of hearing

- Severe loss of mobility (unable to walk unaided)

- Intellectual disability requiring substantial care

- Mental illness requiring substantial care

How to Apply

Check disability eligibility

You must have a certified severe or very severe disability. This is assessed by a registered medical practitioner. Common qualifying conditions include significant impairments to mobility, vision, hearing, cognition, or daily functioning.

Obtain a medical certificate

Visit a registered doctor, specialist, or the relevant assessment service (e.g., the Central Infirmary of the Department of Health) to obtain a medical certificate certifying the nature and severity of your disability.

Collect the application form

Download Form SS-DA from the SWD website or collect it from any Social Security Field Unit (SSFU) or Social Security Branch.

Complete and submit the application

Fill in the form with your personal details and attach the medical certificate and supporting documents. Submit at the nearest SSFU.

Await assessment and possible interview

An SWD officer may contact you for an interview or request additional medical documentation. This process typically takes 4–8 weeks.

Receive the decision and payment

If approved, monthly payments begin from the approval date. Payments are made by crossed cheque or bank transfer.

  • Hong Kong Identity Card (HKID)
  • Medical certificate from a registered doctor or specialist certifying the disability
  • Proof of residence (utility bill or tenancy agreement)
  • Bank account details for direct payment (optional)
