Applying for Working Family Allowance (WFA)

Overview
The Working Family Allowance (WFA), formerly known as the Low-income Working Family Allowance (LIFA), is a government scheme designed to encourage self-reliance and supplement the income of low-income working families in Hong Kong.
WFA provides monthly cash allowances to eligible working families with dependent children under 15 (or up to 25 if they are full-time students). It supports both one-parent and two-parent families, as well as individuals without children in some cases under the Handout for Working People scheme.
The allowance amount varies depending on household size, number of working adults, and income level.
Who Can Apply
You may be eligible if:
- Your household has at least one working adult putting in at least 36 working hours per month
- Your household monthly income is within the specified limits (varies by household size)
- You have dependent children under 15 (or up to 25 if full-time students) — some childless households may also qualify
- All household members are Hong Kong residents
- You are not receiving CSSA
How to Apply
Check eligibility criteria
Ensure your household meets the income and working hours requirements. At least one household member must work at least 36 hours per month.
Download or collect the application form
Form WFA-1 can be downloaded from the Social Welfare Department website or collected from any WFA Processing Office or District Social Welfare Office.
Prepare supporting documents
Gather proof of identity, employment, income, residence, and information about dependent children.
Complete the application form
Fill in all sections accurately. Declare all sources of income for every household member.
Submit the application
Submit the completed form and documents at the WFA Processing Office in Wan Chai or by mail. You can also submit at district social welfare offices.
Provide additional information if requested
The SWD may contact you for clarification or to request additional documents. Respond promptly to avoid delays.
Receive approval and payment
If approved, the monthly allowance will be deposited into your designated bank account. You must report any changes in household circumstances.
Documents Needed
- Hong Kong Identity Card (HKID) of all household members
- Proof of employment (employment contract or employer letter)
- Payslips for the past 3 months for all working members
- Bank statements (last 3 months)
- Birth certificates of dependent children
- Proof of full-time student status (if children are 15–25)
- Proof of residence (utility bill or tenancy agreement)
