Overview

The Comprehensive Social Security Assistance (CSSA) scheme is Hong Kong's main social safety net, providing cash assistance to individuals and families who cannot support themselves financially. It is administered by the Social Welfare Department (SWD).

CSSA covers basic living needs including food, rent, clothing, and other daily necessities. The amount varies based on your household composition, special needs, and housing situation.

Different rates apply to different groups: elderly persons, persons with disabilities, single parents, healthy adults, and children. Supplementary grants are also available for specific expenses like school fees, medical needs, and special diets.

Who Can Apply

You may be eligible if you:

- Are a Hong Kong resident who has lived in HK for at least 1 year continuously

- Are unable to meet your basic needs due to: old age (60+), disability, illness, single parenthood, or genuine unemployment

- Do not own substantial assets that could be used to support yourself

- Are willing to actively seek employment if you are a healthy adult of working age

Non-locals, asylum seekers on recognisance form, and persons with immigration restrictions are generally not eligible, though there are limited exceptions.

How to Apply

Check basic eligibility

You must be a Hong Kong resident, have lived in HK for at least 1 year, and be unable to support yourself due to age, disability, illness, or unemployment.

Contact the nearest Social Security Field Unit (SSFU)

Visit the SSFU in your district or call 2343 2255. A social worker will explain the scheme and help you decide whether to apply.

Obtain and complete the application form

Complete Form SS-1 (Application for CSSA). The form is available at SSFUs or on the SWD website. You may need help completing it if you have language barriers — ask for a translator.

Gather supporting documents

Collect your HKID, proof of residence, income records, bank statements, medical certificates (if disability or illness is a factor), and rent receipts.

Submit the application

Submit at your local SSFU. A social worker will be assigned to handle your case.

Home visit and financial assessment

A social worker will usually conduct a home visit to assess your living situation and verify your household composition and needs.

Receive the assessment result

You will receive a written decision. If approved, payments begin from the date of approval. If rejected, you have the right to appeal.

Report changes in circumstances

You must report any changes in income, household composition, or living situation to the SSFU promptly.

  • Bank statements for all accounts (last 3 months)

  • Rent receipts or housing proof
  • School attendance proof for children
  • Birth certificates of children
