Overview
The Social Welfare Department (SWD) commissions 8 non-governmental organisations (NGOs) to operate Short-term Food Assistance Service Teams (STFASTs) across Hong Kong. These teams provide short-term food assistance to individuals and families facing temporary financial hardship.
Assistance is provided in the form of food parcels or supermarket vouchers, typically for a period of up to 3 months, with possible extension based on individual circumstances.

## Income and Asset Limits (Effective 1 April 2025)
To qualify, your household monthly income and total assets must be within the following limits:

Notes:
- An additional $35,000 is added to the asset limit for each household member aged 60 or above.
- Self-occupied residential property is excluded from the asset calculation.
Who Can Apply
Assistance is available to individuals and families in Hong Kong who are facing temporary financial hardship. Your household monthly income and total assets must be within the official limits (see table above, effective April 2025). There is no nationality restriction — ethnic minorities and newly arrived residents are welcome to apply.
How to Apply
Check Your Eligibility
Verify that your household monthly income and total assets are within the limits for your household size (see Income and Asset Limits table above, effective April 2025).
Find Your District Operator
Identify which NGO operates the Short-term Food Assistance Service Team (STFAST) for your district. Contact their office directly by phone during office hours.
Request an Assessment
Call the operator for your district. A social worker will schedule an appointment to assess your household situation, income, and assets.
Prepare Your Documents
Gather the required documents listed below before your appointment to ensure a smooth assessment process.
Attend the Assessment
Meet with the social worker at the centre. They will determine the type and duration of assistance (food parcels or supermarket vouchers, typically up to 3 months).
Receive Assistance
If approved, you will receive food assistance starting from an agreed date. Review dates may be scheduled to assess whether continued assistance is needed.
Documents Needed
- HKID card (all adult household members)
- Proof of address (e.g., utility bill, rental agreement)
- Proof of income (e.g., payslips, MPF statement, or declaration of no income)
- Bank statements for all accounts (past 3 months)
- Proof of household composition (e.g., birth certificates for children)
- Any relevant documents showing hardship (e.g., medical bills, termination letter)
